Regulations for EuroScout 2020 – 2022
1. Location and Date
1.1 The exhibition EuroScout 2020 – 2022 is an international Scout stamp exhibition in Lido degli Scacchi-Comacchio, Italy from 15 – 18 September 2022. It is organised by AISF (the Scout stamp collectors club in Italy) and will be held at Holiday Village FLORENZ – Via Alpi Centrali, 199 – Comacchio (FE), located approximately 2 km from the centre of Porto Garibaldi.
2. Organisation and Patronage
2.1 EuroScout 2022 was allocated to AISF in Italy by the IFSCO Meeting 5 May 2018 in Evora, Portugal.
3. Regulations
3.1 EuroScout 2020 – 2022 will be governed by:
- These Regulations for EuroScout 2020 – 2022.
- The Regulations for the Walter Grob Award
4. Participants
4.1 Participation is open to all collectors of stamps and related ephemera connected to Boy Scouts and Girl Guides.
4.2 No previous qualification of exhibits is required.
4.3 The entrant must be the owner of the exhibit displayed which will be listed under the exhibitor’s name, or a pseudonym, in the official programme.
4.4 More than one entry per individual can be permitted. This may be modified in case of overbooking at the discretion of the Organisers.
4.5 Entrants may display their collection under a pseudonym provided their name is made known to the Organisers.
5. Conditions of Entry
5.1 Exhibitors shall submit their entry forms directly to the Organisers.
5.2 The entry form must be either typed or completed in block letters on a paper entry form, or sent by electronic means.
5.3 Entry forms must be received by the Organisers as early as possible, and no later than 15 July 2022.
5.4 The Organisers reserve the right to refuse to accept any application or to reject any exhibit in whole or in part without assigning any reason for rejection.
6. Notification of Acceptance
6.1 Notification of application acceptance or non‐acceptance by the Organisers, together with the number of frames allocated to each accepted exhibit, will be sent to the exhibitors when frame allocations have been made. It is anticipated that such notification will be made by 30 July 2022 at the latest.
6.2 The decision of the Organisers is final.
6.3 Each exhibitor will sign the Notice of Confirmation of Acceptance and send it back within 30 days (but no later than 31 August 2022) to the Organisers.
7. Entry Fees
7.1 There are no entry fees payable by the exhibitors.
8. Classification of Exhibits
8.1 Exhibits must be entered under the correct
classification.
No exhibit may be entered in more than one class.
8.2 Every entry accepted will be listed in the Official Exhibition Catalogue under its given title as stated in the Confirmation of Notice of Acceptance.
9. Exhibition Classes
9.1 The Exhibition Classes shall be
- Class 1 Philatelic Exhibits, including postcards
- Class 2 One-frame open class exhibits competing for the Walter Grob Award
- Class 3 Open (badges, ephemera, other collectibles). The only limitation is that items must fit in the exhibition frames (thickness maximum 5 mm approximately)
- Class 4 Philatelic Literature
10. Sizes and Allotment of Frames
10.1 There will be approximately 100 frames, with capacity for 12 sheets, in three rows of four (3 x 4) contained in transparent protectors, not exceeding 30 cm tall by 25cm wide. Larger sheets can be accepted but they must be in multiples of the standard size and pre‐notified and approved by the Organising Committee.
10.2 If the entire exhibit does not fit within the number of frames allocated, the portion beyond the allocated frames will not be exhibited. The Organisers will not be responsible for such materials.
11. Frame Allocation
11.1 The exhibition classes are listed in Regulation 9.
- Class 1, up to 5 frames
- Class 2, 1 frame
- Class 3, up to 5 frames
- Class 4, will not exhibited in frames
12. Exhibit Presentation
12.1 All exhibits must be mounted and each sheet must be placed in a transparent protective cover.
13. Delivery and Return of Exhibits
13.1 Exhibit envelopes will not be supplied to the exhibitors.
13.2 Exhibits can only be accepted if mounted personally or delivered directly to the Organisers.
13.3 Any exhibitor arranging transport by airfreight must make his/her own arrangements for customs clearance and delivery to the Exhibition.
13.4 The Organisers are able to receive foreign entries by post, addressed to Andrea Donati c/o AISF – via Rainaldi, 2 – 40139 BOLOGNA (Italia). The Exhibits travel at the risk of the sender.
14. Mounting and Dismounting of Exhibits
14.1 Exhibit mounting and dismounting will be performed by or under the supervision of the Organisers.
14.2 Exhibitors are encouraged to mount and dismount their own exhibits, personally or by proxy.
15. Insurance and Security
15.1 Exhibitors are advised that they must secure appropriate insurance for their exhibits. The Organisers are not responsible for such insurance and all expenses in securing insurance are the responsibility of the exhibitor. The Organisers will not be liable for any loss or damage of any exhibit, in whole or in part, howsoever caused.
15.2 The Organisers will take reasonable precautions to ensure the security and safety of all exhibits while in their possession.
16. Customs and Excise
16.1 The Organisers have not establised any customs procedure for exhibits entering Italy, this remains the responsibility of the exhibitors.
16.2 Exhibits from countries which are members of the European Community should experience no customs difficulties.
17. Judging and Awards
17.1 Exhibition classes 1, 3 and 4 are display classes and will not be judged.
17.2 Class 2 will be judged according to the regulations for the Walter Grob Award.
17.3 All exhibitors will receive a Certificate of Participation for their exhibits.
18. Amendment of Regulations
18.1 The Organisers reserve the right to amend these Regulations at any time, including the alteration of groupings and classifications if necessary.
18.2 Except for Jury decisions for Class 2, the decision of the Organisers shall be final on all matters arising in connection with the exhibition.
19. Liability
19.1 The AISF, the Organisers, their paid and unpaid volunteers and employees, accept no liability for any loss or injury suffered by the public and exhibitors arising directly or indirectly from any cause whatsoever as a result of entering this competition.
20. Agreement to these Regulations
20.1 The submission of an application form by an exhibitor on the Entry Form shall be deemed as a sign of acceptance of these Regulations and the regulations for the Walter Grob Award.
